The massive developments are bringing back jobs lost as a result of the attacks on the World Trade Center, which killed 2,753 people. But many of the openings, for everything from fast food servers to shop assistants and housekeeping staff, are going to be paying little more than the city´s $8 an hour minimum wage, with few benefits.
Employers complain that hiring staff with the necessary skills and attitude is difficult. The workers say that isn´t surprising given they aren´t offering the kind of compensation needed to build a life in New York City.
“This is the challenge for us all, isn´t it?” said Andrew Breslau, a spokesman for the Downtown Alliance, a research and advocacy organization that promotes development of Lower Manhattan. “Job growth and making sure that a rising tide floats all boats is what keeps New York strong.
“A lot of construction work is still underway in the area, with the noise of drills and heavy equipment reverberating off the high rises around the World Trade Center site. Thousands of tourists throng the 9/11 Memorial, which is built within the footprints of the twin towers, and the nearby 9/11 Memorial Museum.
Some $30 billion in private and public money was poured into the rebuilding effort, Breslau said. More than 1.55 million square feet of new retail space is expected to open in the next two years. The biggest developments yet to open include the World Trade Center buildings, Pier 17 at the South Street Seaport, and the Fulton Street Transit Center.
Some 16,000 private-sector jobs have been added to the Lower Manhattan economy since 2005, more than half of those in the past two years, according to the alliance.
That hasn´t yet made up for the job losses suffered after 9/11 and the financial crisis as about 58,000 private sector jobs disappeared in the area as a result of those events, but with the new developments opening and more office workers moving downtown the gap could close quickly.

Dr. Ramona Swenson has been hired as aquatic ecologist with Environmental Science Associates, a Sacramento environmental consulting firm
Theresa Matista has been promoted to vice chancellor of finance and administration for the Los Rios Community College District.
Perry Communications Group, a Sacramento-based strategic communications firm, has promoted Leia Ostermann to senior account executive and Yadira Beas to account executive.
Rabobank in Roseville has hired Thomas McLaughlin as vice president, counsel of its legal department and has promoted the following attorneys: Mark Atkins and Craig Hunter to senior vice president, associate general counsel; Nicole De Santis to vice president, senior counsel; Jeffrey Meisner to vice president, counsel; and Elena Prucyk to vice president, associate counsel.
Covered California has hired Yolanda Richardson as chief deputy executive director of strategy, marketing and product development, and Susannah C. Johnsrud as the new chief deputy executive director of operations.
Christopher Alvarez has been hired as an associate with Cook Brown’s Sacramento office, focusing on the representation and counseling of private and public employers.

New data show that the 13 states that raised the minimum wage this year are adding jobs at a faster pace than those that did not.
State-by-state hiring data released Friday by the Labor Department reveal that in the 13 states that boosted minimum wages at the beginning of this year, the number of jobs grew an average of 0.85 percent from January to June. The average in the other 37 states was 0.61 percent, the Associated Press reports.
The findings could undermine the argument that raising the minimum wage hurts job growth, a view held by major conservative lobbies. The Congressional Budget Office reported earlier this year that a minimum wage of $10.10 could bring 900,000 people out of of poverty, but would cost 500,000 jobs nationwide.
“It raises serious questions about the claims that a raise in the minimum wage is a jobs disaster,” said John Schmitt, a senior economist at the liberal Center for Economic and Policy Research. The job data “isn’t definitive,” he added, but is “probably a reasonable first cut at what’s going on.”
President Barack Obama has supported raising the minimum wage, saying that it will help the economy and businesses.
Some economists said that data was inconclusive and that it’s too early to say whether minimum wage hikes hurt job growth. The rate of job growth was the highest in North Dakota, where the local oil and gas boom has spurred the economy but there has been no minimum wage increase. “It’s too early to tell,” said Stan Veuger, a scholar at the American Enterprise Institute. “These states are very different along all kinds of dimensions.”
